Kyrgyzstan intends to abandon public procurement without a tender. The director of the Public Procurement Department Ulan Ozumbekov told 24.kg news agency.
According to him, Kyrgyzstan became the first country in Central Asia to join the Open Government partnership. In this regard, it is necessary to make the system as transparent as possible. First of all, this concerns public procurement.
«The number of direct purchase contracts should be reduced to a minimum. This will lead to transparency. Procurement must be carried out through a tender. The new law increased the threshold amount to 800,000 soms. Then, on the initiative of the deputies, it was raised to 1 million soms. It’s a bit much. It is necessary to amend the law, because we became the members of OGP,» explained Ulan Ozumbekov.
An electronic procurement catalog will be launched in the near future. «It will be more convenient for the suppliers and procuring entities to buy through it than through a direct contract. It is planned to harmonize the legislation with the Eurasian Economic Union and the WTO,» the director of the department said.
