Another criminal case opened against ex-mayor of Bishkek

One more criminal case was initiated against the former mayor of Bishkek Kubanychbek Kulmatov. The information became known today at the Bishkek City Court.

According to the prosecutor, a criminal case was initiated on June 14 under the articles «Forgery, manufacture, sale or use of forged documents, state awards, stamps, seals, forms,» as well as «Illegal crossing of the state border» of the Criminal Code of the Kyrgyz Republic.

«The investigation requested a change in the measure of restraint in order to exclude the obstruction to the investigation. On June 14, 2018, another criminal case under articles 350 and 346 of the Criminal Code was instituted against Kubanychbek Kulmatov,» the prosecutor said.

Within the first case, the ex-mayor of Bishkek was accused of corruption. According to the investigation, in 2014, Kubanychbek Kulmatov, being the mayor of Bishkek, illegally used $ 2 million grant funds provided by TBEA in the framework of modernization of the Bishkek Heating and Power Plant for the construction of two schools. Kubanychbek Kulmatov allegedly redirected funds from the government to the Bishkek City Administration under the pretext of building a school in Kalys-Ordo residential area. On June 5, the former mayor was arrested and put in the pretrial detention center of the State Committee for National Security.

Kubanychbek Kulmatov remains under arrest. The Judicial Board on Criminal Cases of the Bishkek City Court dismissed the cassation appeal of the lawyers.
