Parliament deputies recognize necessity of Bishkek HPP modernization
The deputies of the Parliament of Kyrgyzstan recognized that the modernization of the Bishkek Heating and Power Plant was necessary, since the republic had no own funds. The conclusion of the deputy commission to investigate the causes of the breakdown at the Bishkek HPP says.
In the opinion of the deputies, when signing the agreement, the government was guided solely by the notes of the Office of the Adviser on Trade and Economic Issues under the Embassy of the People’s Republic of China in the Kyrgyz Republic, which recommended TBEA company.
In addition, deputies noted that the loan agreement for the provision of $ 386 million was in English, it was signed by the ex-finance minister Olga Lavrova, although the government approved the draft agreement in Russian.
The findings pointed out that the state acceptance of the modernized HPP was hastily, without completing the construction of some systems.
While the deputy commission was working, the SCNS investigated the criminal case on corruption in the implementation of the project «Modernization of Bishkek HPP.» Seven former top managers of the energy industry were arrested. All of them were officially charged with corruption.
