The bill changes the order of concluding a marriage. Now this is done after a month from the date of submission of the application to the civil registry office. And if there are valid reasons — before the expiration of a month period, or, alternatively, the term may be increased, but not more than for a month.
In the presence of special circumstances (pregnancy, the birth of a child, an immediate threat to the life of one of the parties), the marriage can be concluded on the day of the application.
The background statement says that the family is created on the basis of a voluntary union of a man and a woman who have reached the legal age of marriage. «No marriage can be concluded without mutual consent. Spouses have equal rights and responsibilities in marriage and family,» the Ministry of Justice stressed.
