Nadira Narmatova not to withdraw NGOs bill and plans to sue journalist

MP Nadira Narmatova will not withdraw her bill on NGOs. She stated this at a meeting of the Parliament.

She told that she intended to file a lawsuit against journalist Asel Shamilova. The deputy complained that she was slandered because of the bill on NGOs.

According to Nadira Narmatova, Asel Shamilova wrote a material about her family.

«Even about my late son. She offended my honor. This material was published on the page of Ali Toktakunov. If I am a corrupt official, let them prove it... I serve the people. I am honest, so I am not afraid and I will raise various issues,» she said.

Nadira Narmatova also added that she did not intend to withdraw her bill. She believes that the initiative does not violate human rights and does not encroach on freedom of speech.

«I have been initiating this bill since 2013 with the aim of establishing a strict order and supervision over funding from outside in the country. I stand for the security and unity of the country. Where does the money come from? Where do these people come from? What are these funds spent on? I am only for the transparency of these funds coming from outside. There is no ban on the activities of NGOs. Our deputies from Mekenchil group will support me,» she said.

According to the deputy, the Cabinet of Ministers has not yet given its opinion on the bill on NGOs.

It should be reminded that amendments to the laws regulating the activities of NGOs and their state registration were submitted to the Parliament for discussion in the relevant committees. The document spells out the status of a «foreign agent».

Having studied the draft law, lawyers noted that the initiated document is focused on NGOs that promote freedom of speech, civil and political rights in the country.

Earlier, representatives of civil society sent an appeal to the President and deputies of the Parliament saying that the draft law contains discriminatory norms that contradict basic democratic principles and, if adopted, will significantly restrict the activities of non-profit organizations, including branches and representative offices of foreign NGOs operating in Kyrgyzstan.

Experts remind: protection of the national state interests of the Kyrgyz Republic is paramount. However, consideration of NGOs and giving them the status of «foreign representatives» is a misconception.

Earlier, lawyers of Adilet Legal Clinic and Bir Duino Kyrgyzstan human rights movement also stated that the adoption of scandalous initiatives would lead to the liquidation of the civil sector. Their comments were ignored.
