Strokes and heart attacks are one of the most common causes of death in pre-trial detention centers and prison colonies in Kyrgyzstan. Study published by the National Center for Prevention of Torture says.

«Analysis of the causes of death for 2019-2021 showed that every third of the dead (55 people) died due to cardiovascular diseases, the consequences of a stroke and heart attack. This fact raises serious concern not only regarding the implementation of preventive measures in relation to persons predisposed to such diseases or those with a history of cardiovascular pathology, but also regarding the provision of timely medical care and adequate treatment of this category of remand detainees and convicts,» the study says.

As an example, human rights activists cite the situation with a 66-year-old person under investigation, who was held in remand center 1 in 2021. The man suffered from severe insulin-dependent diabetes mellitus for many years.

«Despite the fact that the lawyer repeatedly petitioned the investigating authorities and the administration of the remand center 1 to provide urgent medical assistance in connection with the sharp deterioration in the health of his client, only after a while the man in an unconscious state was transferred to the Central Hospital of the Institution No. 47, where he died nine days later. According to the conclusion of the forensic medical examination, the death of the man was caused by «chronic cardiovascular insufficiency, which developed as a result of stenotic coronary sclerosis caused by chronic coronary heart disease,» the National Center for Prevention of Torture said.

It is also reported that nine prisoners died from cancer. A comparative analysis showed a significant decrease in the incidence and prevalence of tuberculosis in closed institutions. Nevertheless, 20 prisoners died of tuberculosis in three years, which is a matter of serious concern.
