Officials of the City Hall and the City Council of Talas were detained on suspicion of corruption. Press center of the State Committee for National Security of Kyrgyzstan reported.

A corruption scheme was revealed in the Municipal Property Department of the City Hall when leasing land plots that are in municipal ownership.

It was found out that the first vice mayor B.M.M., speaker of the Talas City Council Zh.A.D., vice speaker K.A.S. and the head of the Municipal Property Department D.M.S., having entered into a preliminary criminal conspiracy for monetary rewards, leased municipal land plots to individual private business entities.

These officials «illegally and independently determined the cost of rent of a land plot, that is, by underestimating the cost of rent, they received a certain remuneration from entrepreneurs.»

As a result, according to the conclusion of the audit, the local budget suffered damage in the amount of more than 30 million soms in the period from 2020 to 2022.

A criminal case has been initiated under Article 337 «Abuse of official position committed with the aim of deriving benefits and advantages for oneself or other persons or out of other personal interest» of the Criminal Code of the Kyrgyz Republic.

Based on the materials of the criminal case, the first vice mayor M.M. Baidzhigitov, speaker of the Talas City Council Zh.A.D., vice speaker K.A.S. and head of the Municipal Property Department D.M.S. were detained.

Appropriate operational and investigative measures are being taken and the issue of choosing a preventive measure against the detainees is being resolved.

According to open data, the first vice mayor of Talas city is Maksat Baidzhigitov, the speaker of the City Council is Adylbek Zhusupbekov, the vice speaker is Aziz Kuramaev.
