Chairman of the Cabinet of Ministers of Kyrgyzstan Akylbek Japarov held the first meeting of the State Commission for the restoration and development of administrative-territorial units that were damaged and destroyed as a result of armed aggression by Tajikistan in Batken and Osh regions. «The head of state does not leave the situation in Batken region without attention for a single day. Participation in the UN session was scheduled six months ago. The President of the country announced an aggressive invasion of our territory at the session.

The issue of borders with Uzbekistan was resolved peacefully, through negotiations. We will make every effort and use all potential to resolve the issue of 200 kilometers of disputed territories on the Kyrgyz-Tajik state border. Whatever the path, we will resolve the issue of delimitation and demarcation of borders to ensure the peaceful life of the population,» he said.

The commission considered the issues of providing material assistance to the families of those killed and injured as a result of the armed clash, assessment of damage to business entities and payment of compensation to them, restoration of destroyed and damaged residential buildings.

Akylbek Japarov stressed that they must be restored before the onset of cold weather. For this, special equipment and specialists from Osh and Jalal-Abad regions will be mobilized.

«All these funds, up to tyiyn, will be used to help the residents of Batken region. The issue is under my special control,» said the head of the Cabinet.

As a result of the meeting of the state commission:

• The Ministry of Finance was instructed to promptly provide funding of measures to restore and provide assistance to affected citizens.
• The profile structures were instructed to allocate from a special account a one-time material assistance to citizens whose houses were damaged and are in need of major repairs in the amount of 300,000 soms in two stages. Citizens whose houses were damaged, but not included in the category of houses in need of major repairs, will receive material assistance in the amount of 100,000 soms.
• The Ministry of Labour, Social Security and Migration was instructed to submit to the presidential administration a draft decision on providing one-time material assistance to the families of the dead and injured from the republican budget as soon as possible.
• The agency was also instructed to simplify the procedure for calculating social benefits for residents of Batken and Leilek regions.
• The Ministry of Economy and Commerce was instructed to finalize and submit to the presidential administration a draft resolution on approving the procedure for compensating damage to affected business entities within 10 days.
• The Ministry of Energy was instructed to ensure an uninterrupted supply of electricity and provide affected families in border villages with coal free of charge.
• The relevant departments were instructed to build secondary schools in Ak-Sai and Chon-Talaa villages in safe areas.

Emergency situation has been introduced in Batken region. Shooting began at several sites of the border between Kyrgyzstan and Tajikistan on the morning of September 16. Settlements in Leilek and Batken district came under fire. The Ministry of Health reported 198 victims, 62 people were killed. As a result of the armed conflict on the Kyrgyz-Tajik border, residents of seven villages in Batken and Leilek districts, as well as Dzhekendi village in Chon-Alai district of Osh region, left their homes.

The Prosecutor General’s Office of Kyrgyzstan opened a criminal case on crimes against peace.
