Experts think of reduction of number of convicts in penal settlement
Experts have figured out how to reduce the number of convicts in a penal settlement in Kyrgyzstan. Expert Batyr Saparbaev told 24.kg news agency.
According to him, there about 2,500 people now. But in fact, they are only registered there, mostly they go home and come to the settlement only to check in.
«Therefore, we propose to transfer to the penal settlement from closed institutions only, and not from the courtroom, as it was before the entry into force of the new Penitentiary Code. The defendants, who were previously sentenced to a term in a penal settlement, will get probation,» Batyr Saparbaev said.
There are about 11,000 prisoners in Kyrgyzstan.
