Kyrgyzstan to change system of rendering medical aid to prisoners
All medical services of the law enforcement agencies will be gradually transferred to the direction of the Ministry of Health of Kyrgyzstan. Egor Skobeev, the head of the Security, Law, Order and Defense Capability Department of the Government’s Executive Office told at a round table discussion.
According to him, the new system will ensure the right of citizens to high-quality medical support during their detention in temporary detention facilities and pre-trial detention centers.
According to the head of the Compulsory Medical Insurance Fund, Marat Kaliev, it’s more likely not about the transfer of medical services, but about their integration with the civilian health sector.
«If we simply transfer the medical service from one system to another, we will again encounter the same problems. It’s impossible to say that everything is fine in civil healthcare, which means that we should not expect that the system in closed institutions will change immediately,» he noted.
The chief specialist of the Compulsory Medical Insurance Fund, Ainur Mamasheva, said that the monitoring of compliance with the standards for providing services to persons in detention facilities and pretrial detention centers revealed that medical services were provided not in full, and often were not provided at all.
