Fund to protect glaciers and Issyk-Kul Lake to be established in Kyrgyzstan

President Sadyr Japarov has signed a decree establishing a fund for the protection and preservation of Kyrgyzstan’s glaciers and Issyk-Kul Lake.

The fund will mobilize resources from international organizations, foreign states, climate funds, financial institutions, and donors. Funds are intended to support glacier and water resource protection, the preservation of the Issyk-Kul ecosystem, the implementation of water-saving technologies, and the development of monitoring systems.

The resources will be used for projects focused on climate change adaptation, mitigating glacier degradation, preventing emergencies, and strengthening the resilience of mountain and aquatic ecosystems.

The Cabinet of Ministers has been instructed to determine the fund's legal structure, funding sources, management system, project selection criteria, and requirements for reporting, transparency, and auditing by October 1, 2026.

The Ministry of Water Resources, Agriculture, and Processing Industry will coordinate the fund's establishment. The Ministry of Natural Resources, Ecology, and Technical Supervision will handle the protection of the Issyk-Kul ecosystem, while the Ministry of Emergency Situations will oversee the preservation, monitoring, research, and protection of glaciers.

The decree will enter into force in 10 days.
