Quota for temporary residence of migrants in Russia cut almost in half for 2025
The government has approved a quota for temporary residence of foreigners in Russia in the amount of 5,500 permits next year. TASS reported, citing an order available to the news agency.
It states that a quota for issuing 5,500 permits for temporary residence in the Russian Federation to foreigners and stateless persons was established for 2025 with distribution in the constituent territory of the federation.
Compared to 2024, when the quota was 10,595 permits, it has been reduced by almost half.
The entire volume of permits will be distributed among Russian regions in accordance with their applications.
The largest number of permits is traditionally allocated to Moscow and the Moscow Oblast — in 2025 this is 1,000 and 350, respectively (1,500 and 750 this year). The quota for St. Petersburg will be reduced from 300 to 200 permits. Tatarstan and Bashkiria, which had 500 permits two years ago, will receive only 100 this year (250 in 2024).
Over the past five years, the quota has been decreasing year on year: in 2023, the Cabinet issued 13,500 permits, in 2022 — about 19,000, in 2021 — more than 39,000.
As the accompanying materials say, the regions use only a small part of the allocated quota — for the first seven months of 2024, according to the Ministry of Internal Affairs of the Russian Federation, only 20.4 percent of the set quote was used.
The quota, including for 2025, is set on the basis of proposals received from the entities of Russia, which are prepared based on the results of an analysis of the migration situation and the economic situation in each of the regions. Additionally, the government determines the quota reserve, which is also distributed among the entities of the Russian Federation. Next year, it will amount to 1,650 permits (3,178 in 2024).
A temporary residence permit is a confirmation of a foreign citizen’s right to temporarily reside in the Russian Federation until receiving a residence permit, issued in the form of a mark in the passport, thanks to which the foreigner can live and work in Russia for three years.
A quota is a certain number of permits within which a temporary residence permit can be issued.
