President of Kyrgyzstan Sadyr Japarov made a speech at the 6^th Consultative Meeting of the Heads of State of Central Asia in Astana. The press service of the head of state reported.

The 6^th Consultative Meeting was attended by the President of Kazakhstan Kassym-Jomart Tokayev, the President of Uzbekistan Shavkat Mirziyoyev, the President of Tajikistan Emomali Rahmon, and the President of Turkmenistan Serdar Berdimuhamedov.

Sadyr Japarov noted that the format of Consultative Meetings of the leaders of Central Asian countries is in high demand and gives the necessary additional impetus to strengthening regional cooperation.

«The past five meetings have shown a strong commitment of the leaders of the countries of the region to strengthening contacts in a wide range of areas, including trade, economics, investment, transport, logistics, regional security, ecology, the fight against climate change, the cultural and humanitarian sphere,» the head of state emphasized and added that the processes of rapprochement of the countries have become stable and consistent.

The economy of Kyrgyzstan is developing at a steady pace.

The President noted that the implementation of large infrastructure and international projects has begun with the participation of foreign investors, including the construction of hydroelectric power plants, highways, modernization of airports and others.

«As a result of fiscal reforms and thanks to the improvement of the revenue administration system over the past three years, the country’s budget has been replenished with customs payments by 3.9 times and taxes — by 2.3 times. It is gratifying to note that the countries of our region are also participating in the implementation of many large projects in Kyrgyzstan,» he said.

The country’s economic policy is based primarily on three key areas: energy, mining, transport and transit industries.

In the context of the development of transport infrastructure, the head of state noted the improvement and modernization of highways of international importance, the construction of modern airports throughout the country, completion of the major strategic highway project of Kyrgyzstan North-South, as well as the beginning of the construction of China-Kyrgyzstan-Uzbekistan railway.

Sadyr Japarov proposed considering options for creating new multimodal routes and transport corridors through the countries of the region. He added that Kyrgyzstan is actively working on the rational use of water and energy resources, as well as the development of energy efficiency and energy conservation. An interdepartmental agreement on cooperation on Kambarata HPP-1 construction project was signed between the Energy Ministries of Kyrgyzstan, Kazakhstan and Uzbekistan.

«The parties are working on harmonization of the draft intergovernmental agreement. We have actively begun to develop the potential of small rivers; small and medium-sized hydroelectric power plants are being built throughout the country. We invite you to cooperate in this area and are open to any investment proposals,» the president said.

He emphasized that in order to effectively and carefully use water resources, last year Kyrgyzstan initiated the creation of a Regional Center for Introduction of Energy Efficient and Resource-Saving Technologies in Bishkek.

 

The head of state recalled that, at the initiative of Kyrgyzstan, one of the final documents of last year’s UN Climate Change Conference (COP 28) in Dubai included an item on holding a Global Dialogue on Mountains and Climate Change, which was successfully held on June 5, 2024 in Bonn.

«We are currently working on fixing the aforementioned dialogue on mountains as an annual event at the upcoming UN Climate Change Conference in Baku in November this year and we call on the countries of the region to support this initiative,» Sadyr Japarov said and noted that the implementation of projects aimed at protecting the ecology and environment can help reduce the debt burden for vulnerable states.

The President noted the importance of cultural cooperation and proposed holding a number of joint events. Kyrgyzstan is ready to provide the necessary platform to launch this initiative.

In the context of strengthening regional and global security, Sadyr Japarov expressed the need to deepen interaction and consolidate the efforts of the Central Asian countries. He recalled that Kyrgyzstan is a candidate for non-permanent membership of the UN Security Council for 2027-2028 and called on to support the republic in the elections that will take place during the 80th session of the UN General Assembly in June 2026 in New York.
