Akylbek Japarov: Goal of territorial reform is to merge villages, expand cities
«It was not easy for us to carry out administrative-territorial reform,» Chairman of the Cabinet of Ministers of Kyrgyzstan Akylbek Japarov said at a meeting of the Parliament.
According to him, despite the fact that the reform has been brewing for a long time, it could not be implemented for many years.
«It is difficult to carry out an ideal reform, there are still many issues, we will correct them gradually,» the head of the Cabinet noted.
He added that the goal of the administrative-territorial reform is to merge villages and expand cities. This will lead to effective management and use of financial and human resources. If before the reform there were 452 aiyl okmotu, then after the administrative-territorial reform their number will be reduced to 235.
«There were 10,287 staff units before the reform, but after it there were 6,398 of them and then the number reduced to 3,856 units. Previously, 4.8 billion soms were provided for their expenses, now 3 billion, 1.8 billion will be saved. These funds will be fully allocated to aiyl okmotu within three years,» Akylbek Japarov said.
He told that 40 districts, 32 cities and 452 ayil aimaks have been formed since 1990, of which 62 are ayil aimaks consisting of one village. At the same time, there are aiyl okmotu, uniting from 10 to 20 aiyl aimaks with a population from 30,000 to 50,000 people.
