Largest PPP medical facility in Central Asia to be built in Kazakhstan
The European Bank for Reconstruction and Development (EBRD) has announced a financing package of €365 million for the first public-private partnership (PPP) project in the management of medical facilities in Kazakhstan. The financial institution reported.
The funds will be used for the construction and operation of a multidisciplinary hospital with 630 beds in Kokshetau. The financing includes the EBRD’s own loan of €105 million and will be provided to the Kazakh subsidiary of the Turkish holding Rönesans, which is a long-standing client of the EBRD and operates in such areas as construction, real estate, infrastructure, healthcare and energy in 30 countries.
The project will also be co-financed by parallel loans totaling up to €260 million from the Asian Infrastructure Investment Bank (AIIB), German investment corporation DEG, Islamic Corporation for the Development of the Private Sector (ICD), Proparco and the Development Bank of Kazakhstan (DBK).
Construction of the new hospital with an area of 110,000 square meters will serve more than 730,000 people living in Kokshetau and Akmola region. According to the PPP agreement, the private partner will be responsible for the technical maintenance of the facility and the management of the digital health information management system, which will become the benchmark for the digitalization of healthcare in Kazakhstan. Medical services will be provided by the state-owned non-profit organization Turar Healthcare.
The new hospital also plans to receive a silver rating under the LEED environmental certification program, as well as EDGE certification for resource savings.
