According to them, the official reason for dismissal is reaching the retirement age. However, according to the deputies of the Parliament, Zhakypbek Baiymbetov was forced to resign after a scandal around sale of radio frequencies.

The scandal around the sale of radio frequencies broke out after initiation of a number of criminal cases was announced. The charges were brought against the former heads of the State Communications Agency and SCNS employees.

According to investigators, management of the State Communications Agency in conspiracy with one of the mobile operators and officials of the State Committee for Technology and Communications illegally re-registered an operator’s license due to a change in standards. The main supervisory body believes that the deal incurred a significant damage to the state.

After the scandal began, the head of the Cabinet of Ministers took a vacation not to be accused of pressure on the investigation.
